Sincerely I will say Yes! All PHP coders know how to write HTML if not all 99.9% can write HTML code. HTML (Hypertext Markup Language) is the foundation of a web-based application and mother language that accepts other languages to extended or perform some function.

If at all there are PHP coder without at least HTML basic knowledge (0.01%) will be forced to learn HTML with several articles that list some important upcoming features of HTML5, which can work on certain browsers easy for web developers.

Permit me to relate PHP and HTML to real life object "Motor Car" you will agree with me that the best motor engine is useless without body.
